Use the Joint Ops: Terror on Devlan mission pack's NPO setup and activation rules.

For casual PvP, one player can use the Red Terror and 9 Termagant operatives from this mission pack instead of selecting a kill team. That player does not select equipment. The Red Terror starts the battle underground and uses the mission pack's 1-13 activation deck.
